You have 31-calendar days from the date of your marriage to add your new spouse to your PPS insurance.  

To add your spouse to your PPS insurance, please do the following:

1. Log into PeopleSoft Employee Self-Service (ESS): . 
2. Click on the Benefits Information panel.
3. On the left-hand side of the screen, click Life Events.
4. Under the Employee section, select the radio button next to I got married. 
5. Follow the prompts on the screen to upload and submit your marriage certificate. 
6. The PPS Benefits Team will then review/approve your document.
7. Once your document has been approved by the PPS Benefits Team, you will receive a notification email.
   • If you do not receive the email notification that your document has been approved within 2 business days of uploading your document(s), contact the PPS Benefits Team at benefits@pps.net.
8. After receiving the notification email, log back into ESS and go to the Benefits Information panel.
9. On the left-hand side of the screen, click on Benefits Enrollment, 
10. Under the Open Benefits Events section, you should see your Marriage event.  Click the Select button next to the Marriage event. 
11. Follow the prompts on the screen to enroll your spouse in your PPS insurance.

You have 60-calendar days from the date of birth OR date of adoption to add your child to your PPS insurance.  

 

To add your child to your PPS insurance, please do the following:

1. Log into PeopleSoft Employee Self-Service (ESS): . 
2. Click on the Benefits Information panel.
3. On the left-hand side of the screen, click Life Events.
4. Under the Employee section, select the radio button next to:
   1. I had a baby
            OR 
   2. I adopted or gained legal custody/guardianship of a child.
5. Follow the prompts on the screen to upload and submit:
   1. Your newborn’s birth certificate (hospital announcement is also acceptable)
          OR 
   2. Your child’s adoption paperwork. 
6. The PPS Benefits Team will then review your document.
7. Once your document has been approved by the PPS Benefits Team, you will receive a notification email.
   • If you do not receive the email notification that your document has been approved within 2 business days of uploading your document(s), contact the PPS Benefits Team at benefits@pps.net.
8. After receiving the notification email, log back into ESS and go to the Benefits Information panel.
9. On the left-hand side of the screen, click on Benefits Enrollment.
10. Under the Open Benefits Events section, you should see your Birth event OR Adoption event.  Click the Select button next to the Birth event OR Adoption event. 
11. Follow the prompts on the screen to enroll your child in your PPS insurance.

      • If you have not yet received your child’s SSN card yet, you may enter all zeros or all nines in the SSN field.  Once you know their SSN, call PPS Benefits at 503-916-6464 to provide your child's SSN over the phone.
      • You must check the box next to your child’s name under the medical section of the enrollment system.  If you do not check the box, they will not be covered on your PPS insurance.

IMPORTANT: The value of your domestic partner health insurance coverage is considered a taxable benefit under federal IRS regulations. If you have domestic partner health insurance coverage, an additional taxable income, also known as imputed income, is added to your pay each month and then the appropriate taxes are withheld. The impact on your tax withholding will depend on your gross pay and your W-4 filing status.  PPS cannot provide tax advice.  We strongly encourage you to seek out a certified tax professional for assistance.

To add your domestic partner to your insurance, please do the following:

1. Complete the Affidavit of Domestic Partnership, having it notarized by an Oregon Notary.
   • Most banks offer free notary services and only one of the two partners needs to be present.
   • PPS does have free notaries available in Human Resources at the Dr. Matthew Prophet Education Center (formerly BESC) by appointment only.  Email benefits@pps.net to schedule an appointment.
     
     
2. Email your completed/notarized affidavit to benefits@pps.net.

• If it has been more than 31-calendar days since your divorce was finalized, email benefits@pps.net.
  

To remove your ex-spouse from your PPS insurance, please do the following:

1. Log into PeopleSoft Employee Self-Service (ESS): . 
2. Click on the Benefits Information panel.
3. On the left-hand side of the screen, click Life Events.
4. Under the Employee section, select the radio button next to I got divorced/legally separated.
5. Follow the prompts on the screen to upload and submit the following pages of your divorce decree:
   
   • First page with your name and your ex-spouse's name; AND
   • The page with the judge's signature and the date the divorce was finalized.
     
6. The PPS Benefits Team will then review your document.
7. Once your document has been approved by the PPS Benefits Team, you will receive a notification email.
   • If you do not receive the email notification that your document has been approved within 2 business days of uploading your document(s), contact the PPS Benefits Team at benefits@pps.net.
8. After receiving the notification email, log back into ESS and go to the Benefits Information panel.

   • The full names of all those who were covered on the insurance plan; AND
   • The specific date your other insurance coverage ended or will end.
2. Submit the certificate to benefits@pps.net.
3. The PPS Benefits Team will then review your document.
4. Once your document has been approved by the PPS Benefits Team, you will receive a notification email.

Within approximately two weeks of the termination of your PPS health insurance coverage, you will receive a COBRA (Consolidated Budget Reconciliation Act) notice from the Health & Welfare Trust (plan administrator).  This notice is mailed to your home address. You will be offered the option to self-pay your medical, vision, and dental coverage for 24 months from the termination date of your active coverage. Refer to your COBRA notice for the deadline to elect continued coverage.  If you have any questions about COBRA, contact H&W Trust directly.

When your PPS health insurance coverage ends, BenefitHelp Solutions (BHS) mails a COBRA (Consolidated Budget Reconciliation Act) notice to you.  BHS is OEBB’s third-party administrator for COBRA.  Your COBRA notice includes rates and enrollment instructions/forms, as well as the deadline to elect continued coverage.

When PPS enters a termination date for your PPS health insurance coverage in MyOEBB, the online benefit enrollment system, that data gets transferred to BHS.  Within a week, BHS will mail your personalized COBRA notice to your mailing address that is listed in MyOEBB?.  You will be offered the option to self-pay your health insurance coverage for 18 months from the termination date of your active coverage.  If you have any questions about COBRA, contact BHS directly.

Portland Public Schools is required to update only legal names for our employees.

To update your legal name, please do the following:

1. Bring your new signed Social Security Card to the Department of Human Resources in the Prophet Education Center (PEC) during their regular business hours.*
2. Once your new name has been confirmed and updated in the computer system by HR, it will be submitted to your insurance carriers. 
3. Please allow 3-5 weeks to receive new cards with your updated legal name.
   
   

*NOTE: A Marriage Certificate, updated Driver License, application for a new Social Security Card, or a copy of the new Social Security Card is not sufficient.

To update your address, please do the following:

1. Log into your PeopleSoft Employee Self-Service (ESS) account: .

4. In the center of the screen, you will see the current address PPS has on file for you.  Click on it.
